Set in 1940s Shanghai, the story follows (Stephen Chow), a small-time crook with a golden heart (and a very suppressed talent) who desperately wants to join the notorious Axe Gang . His attempts to shake down the residents of "Pigsty Alley" backfire spectacularly when he discovers that the slum is actually home to retired Kung Fu masters living in disguise.
